IGNOU MCOP 001 Synopsis Rejected: Why It Happens and How to Resubmit
A rejected MCOP-001 synopsis is a revision instruction, not a failed attempt. The Regional Centre returns the proposal with the evaluator’s comments, and the student resubmits a corrected version. The resubmission must carry a fresh Project Proposal Proforma plus a copy of the rejected proposal, the evaluator’s comments and the PP number already allotted — sending only the corrected synopsis is why second attempts get returned again.
What rejection of an MCOP-001 synopsis actually means
Rejection at the synopsis stage means the Regional Centre has not approved the project proposal, so the research cannot formally begin. It does not cancel the registration and it does not consume an attempt in the way a failed examination does. The proposal comes back with written remarks naming the defect. The student corrects only that defect and sends the proposal again. Most rejections are clerical rather than academic — a missing signature, an unsigned guide biodata, or objectives written as broad intentions instead of measurable statements. Because the synopsis is the gate for MCOP-001, work carried out before approval cannot be counted, which is why an unaddressed rejection quietly costs a full session. What should you do first after an MCOP 001 rejection?
The instinct after a rejection is to start again from scratch. That instinct is usually wrong and it is expensive. Why do MCOP 001 synopses get rejected?
The causes cluster into a small set, and each has a specific repair. The table below pairs the recurring defect with the action that actually clears it.

What must go into the MCOP 001 resubmission?
This is the step most often got wrong. A resubmission is not simply a corrected synopsis. It is a packet, and an incomplete packet is returned regardless of how good the corrections are.
Topic change
Does a rejected proposal mean the topic must change?
Not usually. The topic is changed only when the remarks say the topic itself is the problem — that it is too broad, not researchable within the programme, or outside the commerce field. If the remarks point at objectives, methodology, paperwork or the guide, the topic stays.
Changing the topic voluntarily has a cost. A new topic means a new literature base, new objectives and a new methodology, which restarts work that was already acceptable. It also means the resubmission is assessed as an effectively new proposal rather than a repair. A rejection consumes calendar time, and MCOP-001 must be completed inside the maximum duration of the M.Com programme. If the registration period is close to expiring, sort out re-registration or extension before resubmitting, because an approval granted against a lapsed enrolment creates a second problem at the report stage.
After approval
What happens once the revised synopsis is approved?
Approval arrives as a written communication from the Regional Centre. Only then does the research formally begin, and it must stay inside the approved objectives and methodology, because the evaluator later reads the report against the proposal bound inside it. How many times can an MCOP 001 synopsis be resubmitted?
IGNOU does not treat a rejected synopsis as a used attempt in the way a failed examination is treated. A corrected proposal can be sent again, and the practical limit is the maximum duration of the M.Com programme rather than a fixed number of tries. Confirm the current resubmission window with your Regional Centre, since these are administered locally.
Does a rejected MCOP 001 synopsis affect marks or the grade card?
No. Rejection happens at the proposal stage, before any project work is evaluated, so nothing is recorded against the student. What it costs is time, because research cannot formally begin until the revised proposal is approved.
Is a new PP number needed when resubmitting?
No. The Project Proposal Number already allotted by the Regional Centre is quoted on the resubmission, and a copy of the rejected proposal bearing the evaluator’s comments and that number is sent along with the fresh proforma.
Can the guide be changed after a rejection?

Can research be continued while waiting for re-approval?
Informal reading and literature work can continue, but data collection carried out against an unapproved proposal cannot be counted towards MCOP-001. If the objectives or methodology change during revision, work done under the earlier version may no longer fit the approved design.
