MPA Cut-Offs Fall on 31 March and 30 September
The two dates below are read off IGNOU’s own MPA assignment booklets, not carried over from another school. The first-year booklet for MPA-011, MPA-012, MPA-013 and MPA-014 prints March 31 for the July session and September 30 for the January session, and the second-year booklet covering MPA-015, MPA-016, MPA-017, MPA-018, MSO-002 and MPS-003 prints exactly the same pair. Public administration learners who copy the 31 October date circulating on assignment listing pages are reading a School of Management Studies date that has never applied to MPA.

A January 2026 registration submits by 30 September 2026, which is the cut-off that keeps the December 2026 term-end examination open.
Dates shift by session and sometimes by Regional Centre, and IGNOU has extended them before. Programme structures, course codes, submission dates and rules change, and only ignou.ac.in and your Regional Centre can confirm the current position for your enrolment. The tool further down computes whichever of the two dates falls next from today rather than printing a countdown that goes stale.
Where the First Thirty Marks of an MPA Course Are Decided
Assignments carry 30 per cent of the final course result and the term-end examination carries the remaining 70 per cent. On an eight-credit MPA paper that weightage is not decoration. MPA-011, MPA-012, MPA-013, MPA-014, MPA-015 and MPA-016 each carry a hundred-mark Tutor Marked Assignment, and those hundred marks are scaled into the thirty per cent that sits on your grade card next to the theory column. MPA-017 and MPA-018 carry fifty marks each because they are four-credit courses, and MSO-002 and MPS-003 return to a hundred.
The awkward part is that the thirty per cent is decided months before the seventy per cent, on a deadline most learners treat as soft. An MPA course with no assignment on record does not simply lose thirty marks. It stays open on the grade card as an incomplete course, and the term-end result for that paper cannot close the course on its own. Learners tracking this later end up on the IGNOU assignment result page trying to work out why a paper they sat is still showing as pending.
There is a second reason the assignment component behaves differently in public administration than in most subjects. The MPA booklets ask for five answers of about 500 words each on the hundred-mark papers, drawn across two sections, with at least two questions taken from each section. That is roughly 2,500 words per course written by hand. A learner carrying four MPA 1st Year papers is looking at ten thousand handwritten words before the cut-off, on top of reading the blocks and units of the course material. Ordering a handwritten assignment for two of those four papers is what most learners actually do.
Written against your own code list. Two MPA learners in the same year can hold different second-year codes. The handwritten set is written for the codes on your admission record, not for a standard MPA bundle.
Section rules respected. The MPA papers ask for five answers with at least two from each section. The handwritten assignment follows that instruction rather than answering the first five questions in order.
Word limits taken from the paper. The handwritten answers run to about 500 words on a twenty-mark question, about 400 on a ten-mark question, 250 on a short note. Those figures are printed on the MPA booklet itself.
Fifty-mark papers priced the same. MPA-017 and MPA-018 are shorter four-credit papers, so the handwritten file is thinner. They are still ₹320 per subject, the same as a hundred-mark handwritten paper.
Shared codes handled properly. MSO-002 and MPS-003 belong to other MA programmes and print their assignment codes differently. A handwritten set that ignores this gets the code block wrong on the cover page.
Hindi papers written in Hindi. MPA runs in English medium and Hindi medium, and the handwritten pages are written in every medium the paper comes in. The service covers all mediums IGNOU issues the TMA paper in, at the same price.
Old cycles still accepted. Any session is accepted, current cycle or older, including backlog courses, at the same ₹320 per subject. A 2023 MPA-013 backlog from an older cycle is ordered exactly like a current handwritten assignment.

One subject is a valid order. There is no minimum order: one subject or fourteen, same rate. Most MPA learners order handwritten work for the two or three papers they ran out of time for.

Every MPA Course Code, Its Credits and Its Marks Pattern
MPA is the programme code for Master of Arts (Public Administration) and it is also the course-code prefix on every first-year and second-year paper, which is unusual: the neighbouring social science masters carry a programme code that differs from their course prefix. The whole degree runs to 64 credits over a minimum of two years. Course titles and credits below come from section 3.22 of the IGNOU Common Prospectus for July 2026; the marks patterns come from the MPA assignment booklets on IGNOU’s own portal. Each code is delivered as blocks made up of units, and the handwritten assignment answers are written from those units rather than from a generic summary.

That arithmetic is the practical point for anyone buying assignments by the subject. A learner who takes MSO-002 and MPS-003 submits four second-year papers. A learner who takes the MPA-017 and MPA-018 pair alongside MSO-002 submits five, because the paired option is two booklets. A learner who takes MPAP-002 as one of the two slots submits fewer assignments and a dissertation instead, and the dissertation belongs on the MPA project guide for MPAP-002 rather than here. Conflicts Found in the MPA Documents During Research
Deadline. Assignment listing pages widely print 30 April and 31 October for MPA. Both MPA booklets on IGNOU’s portal print 31 March and 30 September. Treat the booklet as the source and confirm with your Regional Centre.
Code padding. The Common Prospectus prints MPA 11 to MPA 18, MSO2, MPS 3 and MPAP 2 without zero padding. The booklets, the study material and the grade card use MPA-011 to MPA-018, MSO-002, MPS-003 and MPAP-002. They are the same courses.
Assignment code format. One MPA booklet prints five different shapes: MPA-11/Asst/TMA/ with the session for MPA-011, a zero-padded MPA-016/Asst/TMA/ for MPA-016, Asst./TMA/ with a full stop for MPA-017, MSO-002/AST/TMA/ for MSO-002, and for MPS-003 an assignment code carrying no course code at all. Copy the string off your own downloaded booklet rather than reconstructing it.
Booklet header. The MPA second-year booklet’s submission note says it contains the assignments of all four courses offered in M.A. first year, while the table beside it lists six second-year courses. It is a template carry-over, not a change of structure.
Course title. MPA-017 is Electronic Governance in the prospectus and E-Governance on both the booklet and the IGNOU programme page.
Year placement. IGNOU’s own MPA programme page shows all eight MPA courses as Year 1 and omits MSO-002, MPS-003 and MPAP-002 entirely. The prospectus splits them across Year I and Year II.
Spelling. MPA-016 appears as Decentralisation in the MPA section of the prospectus and Decentralization in the MA Urban Studies section of the same document.
Maximum duration. The central MPA programme page states a maximum of 48 months. Several Regional Centre programme pages state five years, and Jorhat states four. Ask your own Regional Centre.
Prefix collision. MPA-031 to MPA-040 with MPAP-031 are not MA Public Administration courses at all. They belong to the Post Graduate Diploma in Disaster Risk Reduction and Management, which the same school runs, and their guidance sits on the PGDDRRM project page for MPAP-031.
On this site. Three pages here are queued for correction and are named openly: the homepage carries an acceptance-and-refund promise that no page on this site is permitted to make, an MMPC-001 page promises dispatch within a set number of working days when delivery actually depends on pin code, and the general handwritten guide prints 30 March 2027 for the July 2026 session where the MPA booklet pattern gives 31 March. Where they disagree with this page, this page and the booklet are correct.
From the MPA Booklet to a Finished Answer Sheet
Five steps, in the order they actually happen once your codes arrive on WhatsApp.
- The exact assignment question paper is located first. Assignment writing starts with the right booklet, never with a topic, and every hour of that assignment writing is wasted if the booklet is wrong. MPA-011 to MPA-016 come from the MA Public Administration booklets. MSO-002 and MPS-003 sit in the second-year MPA booklet in English, but the Hindi MPS-003 paper has to be pulled from the MA Political Science first-year set, which IGNOU says on its own index page. Getting this wrong produces a beautifully written answer to the wrong question paper.
- The section rule is mapped before anything is written. Five answers, at least two from Section I and at least two from Section II. Which five is a real choice on an MPA paper, and it is made against the blocks you were sent rather than against whichever questions look shortest.
- Answers are drafted to the printed word limit. About 500 words for a twenty-mark question, about 400 for a ten-mark question on MPA-017 and MPA-018, 250 for each half of a short-note question. MSO-002 breaks the pattern with a 3,000-word report in its Section B. Those limits, printed on the paper itself, decide the length.
- The handwritten set goes onto ruled A4 in blue or black. Question numbers are copied from the booklet, each course gets its own file with simple binding rather than a bulky folder, the writing is kept legible throughout, and the four-centimetre left margin is left clear for the evaluator. The cover page carries programme code MPA, the course code, the assignment code, your enrolment number, study centre and session, and the IGNOU assignment cover page format shows every field including the date and signature line you complete yourself. - The handwritten assignment is checked, packed and couriered. Page numbers, code block, section counts and question numbering are checked against the booklet before dispatch. Delivery depends on your pin code and is confirmed for your order before you pay. No figure is promised on this page.
Matching Your Own Handwriting on an MPA Set
Send a photo of a page you have written yourself and the handwritten set is matched to your handwriting at no extra charge. This matters more on MPA than on a short-answer programme. A first-year MPA learner submitting four handwritten papers is handing in roughly ten thousand handwritten words in one visit to the study centre, and a handwritten set of four thick files in a hand that plainly is not yours is conspicuous in a way that a single thin handwritten file is not. One handwriting sample is enough to work from: ordinary lined paper, daylight, no filter, a few sentences in your own handwriting.
You sign the declaration on the assignment cover page, so you should read and review the content before submitting it, and satisfy yourself that it represents your own understanding of the course.

Two Papers or Six, the Rate Does Not Move
Most MPA messages name two or three codes rather than a whole year. That is a normal order. Send the codes, the session printed on your booklet, and your medium, and the handwritten set is written against those exact papers.

Downloading the Right MPA Question Paper
The official questions are free and IGNOU publishes them itself. Four steps get you to the correct MPA booklet, and the fourth is the one public administration learners most often skip.
- Open the assignment portal for the assignment question paper. Go to ignou.ac.in’s assignment download service and choose the Master’s Degree Programmes category. Do not use a direct file link copied from a forum; IGNOU moves them.
- Pick M.A. (Public Administration), not a similar name. The index for this programme is listed under public administration and is separate from political science and sociology, even though two of your optional codes come from those subjects.
- Choose your year and your medium. First year covers MPA-011 to MPA-014. Second year covers MPA-015 to MPA-018 with MSO-002 and MPS-003. English and Hindi are separate files, and IGNOU’s index notes that the Hindi MPS-003 paper is taken from the MA Political Science first-year assignments.
- Check the session on the cover before you write a word. Open the PDF and read the session line on page one. The MPA index has carried older sets for a long time, and the newest published set is not always the current year. If the session on the file does not match the session on your admission record, ask your Regional Centre which paper they will accept before starting, because the answers are session-specific and a wrong-session set is wasted writing.
Previous year term-end papers are a separate thing from the assignment question paper, and comparing them is the fastest way to see which MPA themes repeat before the handwritten work starts. Those sit with the solved question papers and the last year paper archive, and public administration learners often pull the BPAC-101 question papers as well because the undergraduate perspectives paper overlaps the MPA-011 ground. The official course blocks and their units download free from the IGNOU books download page, with the alternate GyanKosh route if the main repository is slow, and a printed study guide is a separate purchase again.
Tracking MPA Assignment Marks After the Study Centre Visit
The MPA booklets are explicit about the receipt: you submit to the Coordinator of your allotted Study Centre, you obtain a receipt, and you keep it. They also tell you to keep a photocopy of what you submitted, because that receipt is the only proof of submission you hold. Both instructions exist because the marks travel separately from the paper. The Study Centre returns the evaluated assignment to you and sends the marks to the SE Division in New Delhi, and only after that does anything appear online.
On the grade card an MPA course shows its assignment column beside its theory column, and a paper is only Completed when both are in and both clear the minimum. Marks not appearing is usually timing rather than rejection. Assignment marks, theory marks and project marks are uploaded at different points, so an MPA paper can show theory marks with an empty assignment column for weeks. If it stays empty well past the cycle, the acknowledgement receipt is what the Regional Centre will ask for, which is the whole reason the booklet insists on it. Where a Regional Centre runs online submission, keep the upload confirmation in the same way.
What MPA Learners Add to the Same Message
Public administration learners tend to order in a pattern. Alongside the handwritten assignment, the most common additions are exam-side material: guess papers for the December and June cycles, study notes for the theory-heavy blocks in MPA-012 and MPA-015, and help books or guide books, which double as a study guide for the courses being sat that session. Learners searching for an MPA assignment 2026 file usually want one of these alongside the handwritten pages rather than instead of them.
The second cluster is project-side and only applies if MPAP-002 is one of your two optional slots. That route needs a synopsis approved before the dissertation is written, which is a different piece of work with a different timetable; the synopsis and proposal guide and the MPA project report walkthrough cover it, the wider project service lists what is available, and rates for that work are on the services and charges page rather than here, because ₹320 per subject is an assignment rate and does not cover dissertations. Medium and session, stated plainly. MPA runs in English medium and Hindi medium, IGNOU issues both papers, and the handwritten assignment is written in any medium your booklet is in; Hindi medium assignment support covers how that works across programmes. Three steps and five details. The details matter more on MPA than on a fixed-syllabus programme, because the optional block means your code list is not predictable from your year alone.
- Message the codes on WhatsApp. +91 93546 37830. Type the codes out rather than describing them, because MPA 16 and MPA-016 and MPA-16 all appear in IGNOU’s own documents for the same course.
- The list is confirmed back to you with a total. Codes, session, medium and the count at ₹320 each. Delivery depends on your pin code and is confirmed for your order before you pay. No figure is promised on this page.
- The handwritten assignment is written, couriered and submitted by you. You take the file to your allotted Study Centre, or upload a scan where your Regional Centre requires it; how to submit an IGNOU assignment walks through both routes. Collect the receipt the booklet tells you to collect.
The five details: the course codes exactly as printed on your admission record; the session on your booklet cover; the medium, English or Hindi; your delivery pin code; and a handwriting sample photo of your own handwriting if you want the handwritten set matched. There is no minimum order: one subject or fourteen, same rate.

MPA Handwritten Assignment Questions Learners Ask
IGNOU’s own MPA assignment booklets print 31 March for the July session and 30 September for the January session. A July 2026 registration therefore works to 31 March 2027 and a January 2026 registration to 30 September 2026. The 31 October date that appears on many listing pages is a School of Management Studies date and has never applied to MPA. Dates do get extended, so confirm on ignou.ac.in or with your Regional Centre.
The handwritten set is prepared for whatever session your booklet shows, including July 2026 – January 2027, at ₹320 per subject. What you should check first is which session IGNOU has actually published for MPA on its assignment portal, because the MPA index has carried older sets for extended periods. Download the file, read the session line on page one, and send that session with your codes.
On the MA (Public Administration) first-year booklet, MPA-011 carries an assignment code built as MPA-11 followed by Asst, TMA and the session span, while the course code on the same page is printed as MPA-011. The zero padding differs between the two lines deliberately in IGNOU’s file. Copy the assignment code exactly as printed on your own downloaded booklet onto the cover page rather than reconstructing it from a website, because the shape is not consistent even between courses in the same booklet.
100 marks, made up of ten questions of 20 marks each across two sections, of which you answer five. MPA-012, MPA-013, MPA-014, MPA-015 and MPA-016 follow the same hundred-mark pattern. MPA-017 and MPA-018 carry 50 marks each because they are four-credit courses, with ten questions of 10 marks. MSO-002 and MPS-003 return to 100 marks.
Yes, and this confuses a lot of MPA learners. Each section prints five questions, but the section totals are not what you are being marked out of. You answer five questions in all, with at least two taken from Section I and at least two from Section II, and five answers at 20 marks each is the 100. Answering all ten, or answering five from one section only, does not follow the instruction printed at the top of the paper.
The MPA booklet’s own guidelines say it is mandatory to write assignments neatly in your own handwriting, so a typed answer set is not what the paper asks for. That instruction is printed in both the first-year and second-year MPA booklets. A printed cover page is generally accepted; the answers are the part that must be handwritten.
To the Coordinator of the Study Centre allotted to you at admission, which is what both MPA booklets state. The same instruction tells you to obtain a receipt and keep it, and to retain a photocopy of what you submitted. Some Regional Centres additionally accept or require a scanned upload, so check yours before travelling.

Each front page carries programme code MPA, that course’s own code, that course’s assignment code, your enrolment number, name, study centre and session. Mixing two codes under one cover page is a common reason a file comes back or a marks column stays empty.

No. Those codes, together with MPAP-031, belong to the Post Graduate Diploma in Disaster Risk Reduction and Management, a 40-credit programme the School of Social Sciences runs separately. The overlap is easy to trip over because MA Public Administration has its own disaster course, MPA-018 Disaster Management, worth 4 credits. If your admission record shows codes in the 031 to 040 range, you are registered in the diploma, not in the MA.
The rate is ₹320 per subject, hard copy only, with courier included in that price and no separate shipping charge. A four-paper handwritten first year is 4 × ₹320.
