When Is the First MPA Paper in December 2026?

The whole session runs from 25 November 2026 to 13 January 2027, so an MPA learner’s own papers start a week after the session opens. IGNOU’s tentative December 2026 date sheet is the source of every date here, and the December 2026 date sheet explained course by course tracks any revision. A copy marked “Revised” and dated 8 October 2026 is circulating, but its file carried no readable text when opened on 4 October 2026, so the 21 September version is the one used.

Two other dates sit inside the same window. IGNOU extended the December 2026 assignment deadline to 31 October 2026 in a notice dated 1 October 2026, and the admit card follows nearer the session; the steps for downloading the MPA hall ticket cover that part.

How Many Hours Does One Reading of the MPA Blocks Take?

One reading of the first-year MPA blocks takes 960 hours by IGNOU’s own measure, because MPA-011 to MPA-014 carry 8 credits each and the July 2026 Common Prospectus counts every credit as 30 hours of study. IGNOU’s Common Prospectus for July 2026 counts one credit as 30 hours of learner study, so a 4-credit course carries 120 hours and a 6-credit course 180 hours. Every MPA course except MPA-017 and MPA-018 is an 8-credit course, which makes 240 hours per paper the normal MPA load.

Worked example, first year. On 4 October 2026 there are 59 days left before MPA-011 on 2 December. Reading 960 hours inside 59 days needs 16.3 hours a day. A working learner who manages 3 hours a day covers 177 hours by then, which is 18 per cent of the official figure. The second year is the same size, 32 credits and 960 hours, whichever option pair is taken.

The two 4-credit courses look lighter and are not. On eGyanKosh, read on 4 October 2026, MPA-017 Electronic Governance holds 15 units and MPA-018 Disaster Management holds 19 units, so the pair that fills one 8-credit option slot carries 34 units, while the 8-credit MPA-016 Decentralisation and Local Governance carries 23 units. IGNOU issues printed study material either as a single book of blocks and units or as separate blocks for every course, on an average one block per credit, and a block usually comprises 3 to 5 units.

That arithmetic is the honest reason course books exist for MPA. The official blocks remain the text IGNOU examines from; a condensed book is a way to revise them in the weeks that are actually left, and the tool further down repeats this calculation for any year, option pair and number of daily hours.

Official MPA Blocks, a Course Book or a Downloaded File: Which One Do You Need?

Start with the official MPA blocks, because they are the material IGNOU writes its MPA papers from and they cost nothing to read. Official study material, also called self-learning material or SLM, is IGNOU’s own course content for each code, issued in blocks that usually hold 3 to 5 units each, posted in print unless the learner chose digital material at admission, and free to everyone on eGyanKosh. eGyanKosh, at egyankosh.ac.in, is IGNOU’s free digital repository of self-learning material. The July 2026 prospectus describes it as housing the material of over 3923 courses of 384 programmes.

A help book, sometimes called a guide book, is an independent publisher’s revision volume that condenses a course for the term-end examination; it is not an IGNOU publication. The complete course book sold on this page is a help book of that kind, one per MPA code. A free PDF is legitimate only when it is IGNOU’s own material from egyankosh.ac.in or the IGNOU e-Content app; a PDF of a paid book is not free material, whoever offers it.

Copies of eGyanKosh pages also circulate on other domains; they are not linked here, because their edition and completeness cannot be confirmed.

Before buying any MPA help book from any publisher, five checks protect the learner: the codes on the cover match the admission record, MSO-002 and MPS-003 are the earlier-generation papers rather than MSO-101 or MPS-101, the medium matches, the book names the IGNOU title of each course, and it makes no promise about marks or about which questions will appear. Which MPA Course Codes Have a Book, and Where Is Each Official Block?

Ten of the eleven MPA course codes have a complete course book, and the eleventh, MPAP-002 Project Work, is a dissertation with an IGNOU handbook instead. The table follows section 3.22 of the July 2026 Common Prospectus, which totals 64 credits; the official-material column links each code’s own eGyanKosh record, read on 4 October 2026.

All 64 MPA credits add up only one way. The first year is four 8-credit courses, 32 credits; the second year adds MPA-015 and MPA-016 for 16 credits and two 8-credit options for the last 16, reaching the 64 credits that section 3.22 of the prospectus states. MPA-017 and MPA-018 are bracketed “to be taken together”, so the pair counts as one option, which is why a second-year book list holds three, four or five books.

MPA is both the programme code and the course prefix. The prospectus prints the codes without zero padding, as MPA 11, MSO2, MPS 3 and MPAP 2, while eGyanKosh and the question papers use MPA-011, MSO-002 and MPS-003, and eGyanKosh names the project collection “MPAP-2 Project HandBook”; all of these are the same courses. Hindi readers have their own collections, such as the Hindi MPA-011 collection and the single-file Hindi MPA-012 volume.

Year by Year: Which MPA Books Each Stage Needs

The first year needs four books and never changes; the second year needs three, four or five, depending on the option pair on the admission record. MPA is examined year-wise, so there is no semester split to follow, and ignouproject.com runs no MPA semester guide page.

First Year: Four Compulsory Codes on Four Consecutive December Days

Because the four papers run back to back, a first-year learner gets no gap day between MPA-012 Administrative Theory and MPA-013 Public Systems Management; revising all four before 2 December is the only workable plan.

Second Year: Two Fixed Codes and One Choice of Two Options

Hard-copy totals already include the single ₹100 delivery charge.

MSO-002 and MPS-003 are earlier-generation codes that MPA has kept. The July 2026 Common Prospectus now prints MA Sociology from MSO-101 onwards and MA Political Science from MPS-101 onwards, yet the MPA optional list still names MSO 2 and MPS 3, and eGyanKosh files both inside the MPA English second-year collection. An MPA learner therefore reads MSO-002, filed in eight blocks, and MPS-003, filed as Book-I and Book-II, from the MPA tree, not from the current sociology or political science series.

Printed MPA Blocks Have Not Arrived: Where Each Problem Goes

When printed MPA blocks have not arrived, check the dispatch status first and write to the Material Production and Distribution Division only after that. The dispatch status of printed material is checked on the official study material status page linked from ignou.ac.in. Non-receipt of printed study material is taken up with the Registrar, Material Production and Distribution Division (MPDD), IGNOU, Maidan Garhi, New Delhi 110068, at mpdd@ignou.ac.in. The prospectus gives 011-29572008 and 29572012 as the MPDD telephone numbers and states no dispatch timeline, so none is given here either.

Each row is one situation and the route IGNOU sets for it.

A learner who opts for the soft copy of the self-learning material in the online admission form receives a 15 per cent concession on the programme fee and is not sent printed material. That choice is made once, at admission, and it is the commonest reason an MPA learner who expected a parcel never receives one.

Hindi or English, 2017 Blocks or a 2026 Handbook: What to Check Before Reading

The official MPA English material on eGyanKosh carries a 2017 issue date on 232 items, and the one item dated 2026 is the MPAP-2 Project HandBook, read on 4 October 2026. That matters for anyone searching for a “latest edition”: the current MPA blocks are the 2017 issue, and no newer edition of the course blocks appears in the collection.

The complete course book is prepared in each medium IGNOU offers for the programme, and your medium is confirmed with your course codes on WhatsApp. A learner searching for MPA material in Hindi finds it under the MPA Hindi community on eGyanKosh rather than under a general Hindi heading.

MPA Course Books as a PDF or in Print: The ₹99 and ₹249 Arithmetic

The soft copy costs ₹99 per MPA book and the hard copy ₹249 per book, and the printed order carries one ₹100 delivery charge in total. Each course book costs ₹249 as a hard copy and ₹99 as a soft copy (PDF), and a learner orders only the course codes needed. A hard-copy order carries one fixed delivery charge of ₹100, however many books it contains.

At the top of the range, a learner taking the MPA-017 and MPA-018 pair with MSO-002 needs nine books across both years, which is ₹891 as soft copies or ₹2,341 as hard copies in one order. Splitting the same nine books into two printed orders adds a second ₹100, so one order per year or one order for both years are the two sensible choices.

1. Type the codes from the admission record. MPA-011, MSO-002 and MPAP-002 are written differently in different IGNOU documents, so copy the exact codes rather than describing the subjects.

4. Wait for the checked list and total. Your course codes are checked free before any payment, so a book that does not match your registration is not sold to you.
