IGNOU MA Public Administration (MPA), December 2026 term-end examination
The four first-year MPA papers fall on four evenings in a row, and the three of them IGNOU has set since 2023 do not share one layout.
Revision sets for each MPA, MSO-002 and MPS-003 code, built on fifteen IGNOU MPA-011, MPA-012 and MPA-013 papers from December 2023 to June 2026 and on the tentative December 2026 date sheet printed on 21 September 2026.
- 15 IGNOU MPA papers compared
- MPA-011 opens on 2 December
- Year I: 2 to 5 December
- Any five of ten, 20 marks
- Hindi after English in each file
- PDF or printed copy
Mention whether you sit Year I, Year II or a backlog mix, and your medium; both are checked before payment.
Quick answer. An IGNOU MPA guess paper is a revision set of important and recurring questions, with model answers, for one MA Public Administration course code such as MPA-011 or MPA-013, and ignouproject.com prepares it for the December 2026 term-end examination. IGNOU’s tentative date sheet printed on 21 September 2026 runs the cycle from 25 November 2026 to 13 January 2027; the MPA papers begin with MPA-011 on Wednesday 2 December, and MPA-011 to MPA-014 then fall on four consecutive evenings. The June 2026 MPA-011, MPA-012 and MPA-013 papers are each 3 hours and 100 marks, five of ten questions at 20 marks, though MPA-011 set no short notes while the other two split two questions into 10-mark halves. The rate is ₹49 per subject code as a PDF or ₹100 per subject code as a printed copy, and printed orders carry a one-time ₹100 courier charge. MPA is taught in English and Hindi, and your medium is confirmed on WhatsApp. No one outside IGNOU knows the questions in advance.
MPA December 2026 Dates: Four First-Year Evenings in a Row
MPA-011 is the first MPA paper, on Wednesday 2 December 2026 in the evening session, and MSO-002 is the last paper an MPA learner can face, on Thursday 7 January 2027, per IGNOU’s tentative date sheet printed on 21 September 2026.

First MPA paper
2 December 2026
MPA-011, evening session (2 PM to 5 PM), per the sheet
Last paper for an MPA learner
7 January 2027
MSO-002 (Year II option), evening, per the sheet; the last MPA-coded paper is MPA-016 on 19 December
Tentative, printed 21 September 2026
IGNOU’s tentative December 2026 term-end date sheet lists MPA among its programmes and runs the whole cycle from Wednesday 25 November 2026 to Wednesday 13 January 2027. It prints codes without a hyphen (MPA011), and the text lists each date’s morning codes before its evening codes, so the session of each MPA code is read from the column it sits in. Every MPA-coded paper falls in the evening column. The one exception for an MPA learner is MPS-003, an optional Year II course borrowed from MA Political Science, which sits in the morning of Thursday 31 December.
The first-year run is the tightest stretch in the programme. MPA-011 on Wednesday, MPA-012 on Thursday, MPA-013 on Friday and MPA-014 on Saturday leave no free evening between papers, and a learner carrying all four has about 21 hours between finishing one paper and starting the next. Monday 7 December then brings MPA-015, so a backlog learner holding Year I and the Year II core faces five papers in six days.
Clash and Back-to-Back Checklist for MPA Learners
- 2, 3, 4 and 5 December: MPA-011, MPA-012, MPA-013 and MPA-014, one each evening. Revise in the reverse order of the papers in the final week so that MPA-014 is not left until the night of 4 December.
- 18 and 19 December: MPA-018 on Friday and MPA-016 on Saturday, both evenings. Only a Year II learner who chose the E-Governance and Disaster Management pair meets this.
- MPA-017 and MPA-018: the prospectus says the two 4-credit courses are taken together, yet the sheet examines them nine days apart, on 9 and 18 December.
- No same-day clash: no two current MPA codes, MSO-002 or MPS-003 share a date on this sheet.
The two session timings are explained on the IGNOU exam timing guide, and the December 2026 date sheet search page finds any other code in the cycle. The examination form and fee come before all of this: the IGNOU exam fee rules and the steps for paying the exam fee online cover both, and allotted centres are explained on the IGNOU exam centre page.
What the MPA Term-End Paper Is Worth Next to the TMA
The MPA term-end paper is the 100-mark examination that decides most of each course result, and IGNOU will not let you sit it without the assignment. The July 2026 to January 2027 MPA first-year assignment booklet says the Tutor Marked Assignment must be submitted within the stated time “for being eligible to appear in the term-end examination”, by 31 March 2027 for the July 2026 batch.
What IGNOU does not print for MPA is the split. None of the fifteen MPA papers compared on this page carries a weightage line, the 2026-27 MPA first-year assignment booklet gives no percentage, and section 3.22 of the July 2026 Common Prospectus is silent on it. This guide therefore states no MPA weightage figure and no pass mark; the Programme Guide issued with your study material is the place to read both.
The practical point does not depend on the split. A 20-mark MPA answer is set for about 500 words, five such answers make the paper, and a learner who writes 200-word answers is leaving most of the 100 marks unclaimed. Once both components are declared, the IGNOU percentage calculator converts the result.
MPA Guess Paper, IGNOU Question Paper or Solved Paper: Which to Open First
For one course code, such as MPA-011, a guess paper is a publisher’s revision set of the questions that have recurred or matter most in IGNOU’s past papers and the syllabus, each with a model answer; sellers also call it important questions, expected questions or a model paper. A previous year question paper is the actual paper IGNOU set in an earlier term-end examination, such as the June 2026 MPA-012 paper, and IGNOU publishes it free. A solved question paper is one such IGNOU paper with a publisher’s answer written under each question.
| Point | Guess paper | Previous year question paper | Solved question paper |
|---|---|---|---|
| What it holds | Recurring MPA themes with model answers, one code | One IGNOU MPA paper from one session | One IGNOU paper with answers |
| Who makes it | A publisher | IGNOU | A publisher, on IGNOU’s paper |
| Cost | ₹49 PDF · ₹100 printed, per subject code | Free on ignou.ac.in | Varies by seller |
| Best for | Ranking themes across several sessions | IGNOU’s exact wording and layout | One worked route through a real paper |
| What it cannot do | Know December 2026’s questions | Show which themes repeat | Cover more than one session |
Swipe the table sideways on a phone to see every column.
An MPA learner with three weeks gets the most from doing these in order: one recent IGNOU paper per code, timed, to learn the layout; then a guess paper to see which themes came back across sessions; then the course blocks for the themes that did. Worked answers to real IGNOU papers are listed on the IGNOU solved question papers page, and sets for other programmes are gathered in the main IGNOU guess paper collection.
Built per code. An MPA-013 learner pays for Public Systems Management alone, not a bundle.
Short notes where IGNOU sets them. MPA-012 and MPA-013 sets include 250-word notes; MPA-011 sets follow its ten full questions.
MPA-011 Q2 ground covered twice. The society-administration question IGNOU set as Q2 in six of six papers gets more than one model answer.
Motivation theories for MPA-012 Section II. Maslow, Herzberg, McGregor and Vroom, the block that came up in every MPA-012 paper compared.
Accountability for MPA-013 Q10. The theme sat inside Q10 in all four MPA-013 papers compared.
500-word answers. The length every MPA paper asks for a 20-mark question.
Barnard spelled correctly. IGNOU’s own papers have printed “Bernard”; the sets use the correct name and say so.
Hindi checked against English. Hindi sets follow the English question where IGNOU’s two versions differ.
Current codes only. MPA-011 to MPA-018, MSO-002 and MPS-003; no MPA-001 to MPA-007 material sold as current.
December 2026 target. Dates taken from the sheet printed on 21 September 2026.
One medium per set. English or Hindi, confirmed before payment.
Format checked first. Code, year and medium confirmed on WhatsApp before anything is prepared.

MA Public Administration has ten examined course codes in December 2026, eight of them in the MPA series, and the programme totals 64 credits in section 3.22 of the July 2026 Common Prospectus, which lists the courses and gives English and Hindi as the media of instruction.
Year I and Year II Codes With Their December 2026 Papers

| MSO-002 | Research Methodologies and Methods | 8 | Year II, optional | Thu 7 Jan 2027, evening |
| MPS-003 | India: Democracy and Development | 8 | Year II, optional | Thu 31 Dec 2026, morning |
Ten examined codes; drag sideways on a phone for the date column.
The credit arithmetic needs a word. Year I is 32 credits and the two compulsory Year II courses add 16, which makes 48; the printed total of 64 is reached only when a learner takes two of the four 8-credit option blocks (MPA-017 with MPA-018, MSO-002, MPS-003 or MPAP-002). The prospectus lists the options without saying “choose two” in words, so the Programme Guide is the place to confirm your own combination. The prospectus prints “Electronic Governance” for MPA-017, while IGNOU’s assignment booklets title it “E-Governance”. MPA-016 is also open to MA Urban Studies learners, under the spelling “Decentralization”.
Two option courses belong to other programmes as well: MSO-002 is the MA Sociology research methods paper, analysed on the MA Sociology guess paper page, and MPS-003 comes from MA Political Science, covered on the MAPS guess paper guide.
How the Three Reviewed MPA Papers Are Laid Out
The June 2026 MPA-011 paper is 3 hours and 100 marks, with ten questions in two sections of five; the candidate answers five, at least two from each section, in about 500 words each, and every question carries 20 marks. MPA-012 and MPA-013 use the same frame in June 2026, but each turns Q5 and Q10 into two short notes of about 250 words and 10 marks.
| Code | Latest IGNOU paper | Time and marks | Sections and attempt rule | Per question | Short notes | Medium on the paper |
|---|---|---|---|---|---|---|
| MPA-011 | June 2026 | 3 hours, 100 | Section I (Q1 to Q5) and Section II (Q6 to Q10); answer five, at least two from each section | 20 marks each, about 500 words | None in June 2026; two short-note questions only in June 2024 and December 2024 | English, then Hindi, in one file |
| MPA-012 | June 2026 | 3 hours, 100 | Section I (Q1 to Q5) and Section II (Q6 to Q10); attempt any five, at least two from each section | 20 marks each, about 500 words | Q5 and Q10 split into two 10-mark notes of about 250 words | English, then Hindi, in one file |
| MPA-013 | June 2026 | 3 hours, 100 | Section I (Q1 to Q5) and Section II (Q6 to Q10); answer any five, at least two from each section | 20 marks each, about 500 words | Q5 and Q10 split into two 10-mark notes of about 250 words | English, then Hindi, in one file |
Seven columns; slide the table sideways on a phone.
Minutes per answer, worked from the printed marks. Take 15 minutes to read both sections and pick five, keep 5 minutes at the end to check numbering, and 160 minutes remain: 32 minutes for each 20-mark answer. In MPA-012 or MPA-013, a short-note question becomes two halves of 16 minutes each. Decide the section split before writing; at least two answers must come from each side.
The theme tables below cover MPA-011, MPA-012 and MPA-013. For MPA-014 to MPA-018, MSO-002 and MPS-003, send the code on WhatsApp and the format is confirmed against the latest IGNOU paper for that code before you pay.
Where IGNOU’s MPA documents disagree, and old material to avoid
- A renamed programme on one paper. The June 2026 MPA-012 paper heads itself “Master’s Programme in Public Administration”, while its own Hindi half and the June 2026 MPA-011 paper still say MA (Public Administration).
- Barnard printed as Bernard. MPA-012 Q9 names “Chester I. Bernard” in December 2023 and “Chester Bernard” in December 2025; December 2024 spells Barnard correctly. December 2023 Q5 also prints “Herbert A. S. Simon”.
- Typing slips on MPA-013. The June 2026 paper is headed “Masters of Arts”, its note reads “any five question” and Q5(b) prints “budgting”; December 2025 Q5(b) prints “activitism”.
- No marks against the questions. The December 2025 MPA-011 paper prints no figure beside any of its ten questions, only “All questions carry equal marks”.
- Three ways to write one code. The prospectus prints MPA 11, the papers MPA-011, the date sheet MPA011, and IGNOU’s older archive files the first-year papers in a folder named MPA-PGDDM.
- Retired codes still on the sheet. MPA-001 to MPA-007 appear in the same evening columns as MPA-011 to MPA-017. They serve learners of the old structure; a set for MPA-001 is not a set for MPA-011.
- Codes that are not this programme. MPA-031 to MPA-040 also appear on the sheet, but the MPA table in the prospectus does not list them.
- ignouproject.com’s own listing. The site’s older guess paper listing still titles MPA-13 “Public System Management” and MPA-14 “Human Recourse Management”, and a sister store’s MPA combos still name the 2025 sessions. Both are being corrected; go by the table above.
A summary of the prospectus itself is on the IGNOU prospectus guide.
Fifteen IGNOU MPA Papers Compared: What Came Back, 2023 to 2026
MPA-011 asked a state, society and administration question as Q2 in all six papers from December 2023 to June 2026, and asked about the liberal, Marxist or neo-liberal state in all six. MPA-012 set a motivation-theory question in Section II of all five papers compared, and MPA-013 placed accountability inside Q10 in all four.
MPA-011: Q2 in All Six Papers

| Liberal, Marxist and neo-liberal perspectives of the state | Q1, Q3 | Q2, Q3 | Q1, Q5(b) | Q3 | Q3 | Q1 | 6 of 6 |

| Ethics in administration | – | – | Q10(b) | Q10 | Q10 | – | 3 of 6 |
A dash means the theme did not appear in that paper. Slide sideways on a phone.
The wording changes every session while the ground stays put. Q2 asked for the interrelationships of state, society and public administration in December 2023, June 2025 and June 2026, for the Marxist reading of the society-administration relationship in June 2024, and for Riggs’s contribution in December 2024 and December 2025. Globalisation is the other near-constant: five of six papers, as the role of the state in December 2025 and as the impact on developing countries in June 2026. Good governance appeared in five papers in a row and then dropped out in June 2026, which shows how a “five of six” theme can still be missing from the next paper.
MPA-012: Motivation in Every Section II
| Theme | Dec 23 | Dec 24 | Jun 25 | Dec 25 | Jun 26 | n of N |

Dashes mark sessions where the theme was absent; drag the table to see June 2026.
No single motivation theorist appears every time, which is why the row groups four. Maslow came up in December 2023, December 2024 and June 2025; Herzberg in December 2025 and June 2026; McGregor’s Theory X and Theory Y in December 2024 and June 2025; Vroom in December 2023 and December 2025. Barnard took Q9 three times. Decision-making was set as a full question in December 2023 and as a short note in each of the last three papers.
MPA-013: Accountability Inside Q10
| Theme | Dec 24 | Jun 25 | Dec 25 | Jun 26 | n of N |
|---|---|---|---|---|---|
| Accountability: types, changing complexion, good governance | Q10(b) | Q10(a) | Q10(b) | Q10(b) | 4 of 4 |
| Judicial activism | – | Q5(b) | Q5(b) | Q5(a) | 3 of 4 |
| Constitutional environment of public systems | Q2 | – | Q1 | Q2 | 3 of 4 |
| Bureaucracy and the political executive | Q5(a) | Q4 | – | Q4 | 3 of 4 |
| Strategic management: process and schools | Q9 | Q7 | – | Q6 | 3 of 4 |
| Budgeting approaches and zero-based budgeting | Q8 | Q6 | – | Q5(b) | 3 of 4 |
| Management information systems | Q10(a) | Q8 | – | Q10(a) | 3 of 4 |
| Legislature in governance | Q6 | – | Q3 | – | 2 of 4 |
| Change management models | – | – | Q9 | Q8 | 2 of 4 |
Four sessions, December 2024 to June 2026; a dash marks an absent theme.
MPA-013 repeats more by position than the other two. Judicial activism has been a Q5 short note in three consecutive papers, and accountability sat inside Q10 in all four, twice under good governance. Zero-based budgeting moved from a full Q6 in June 2025 to a Q5 short note in June 2026.
The short-note rule is not the same across the three courses. MPA-011 split two questions into 10-mark notes only in June 2024 and December 2024, and set ten full questions in December 2023 and in every paper from June 2025 to June 2026. MPA-012 set no short notes in December 2023 and two in every paper from December 2024 onwards. MPA-013 set two in all four papers compared. A learner sitting all three in one week meets two different layouts, so a set trained on 250-word notes for MPA-011 is preparing for a paper IGNOU has not set since 2024.
How the Counts Were Made and Which Papers They Use
The counts come from fifteen IGNOU question papers: six MPA-011 papers from December 2023 to June 2026, five MPA-012 papers from December 2023 to June 2026 and four MPA-013 papers from December 2024 to June 2026, each compared question by question by ignouproject.com between 3 and 4 October 2026. Matching is by topic rather than identical wording, and that is a human judgement: “Describe the liberal perspective of state” and “Liberalism represents freedom, modernity and progress” count as one theme. A theme a paper touches twice still scores one for that paper. The theme tables cover MPA-011, MPA-012 and MPA-013; for other codes, the format is confirmed against the latest IGNOU paper on WhatsApp.
The papers are free on IGNOU’s archive: MPA-011 December 2023, MPA-011 June 2024, MPA-011 December 2024, MPA-011 June 2025, MPA-011 December 2025, MPA-011 June 2026; MPA-012 December 2023, MPA-012 December 2024, MPA-012 June 2025, MPA-012 December 2025, MPA-012 June 2026; and MPA-013 December 2024, MPA-013 June 2025, MPA-013 December 2025, MPA-013 June 2026. Older MPA papers by code are traced through the IGNOU last year paper finder.
How an MPA Revision Set Is Put Together
- Code and year confirmed. Your code is matched to section 3.22 of the July 2026 prospectus and to the 21 September 2026 date sheet, so an MPA-001 request is not mistaken for MPA-011.
- Layout taken from the latest IGNOU paper. Ten questions, two sections, five answered, plus whether that code currently sets short notes.
- Themes ordered by how often they came back. Six-of-six themes lead; a theme seen once stays in and is marked as seen once.
- Answers written to IGNOU’s length. About 500 words for a full question and about 250 for each short note.
- Medium fixed last. The set is written in English or Hindi, whichever you sit, after you confirm it on WhatsApp.
A ten-day plan for the 2 to 5 December run. Days 1 to 3 on MPA-011, with the Q2 society-administration ground and the theories of the state first; days 4 to 6 on MPA-012, motivation theories and Weber before anything else; days 7 and 8 on MPA-013, accountability and judicial activism first; day 9 on MPA-014 from its blocks and assignment; day 10 as a timed 32-minute answer per code. After MPA-011 on 2 December, each remaining evening goes to the next day’s paper only.
What an MPA Guess Paper Will Not Do, and Where It Pays
A guess paper is a revision aid built from past IGNOU question papers and the syllabus. No one outside IGNOU knows the questions in advance, and no claim is made that any question in this set will appear in your examination.
Where an MPA Set Is Worth the Hours
It puts the MPA-011 Q2 ground and the theories of the state ahead of themes seen twice, when the four Year I papers leave one evening each for revision. It trains the 500-word answer and, for MPA-012 and MPA-013, the 250-word note, and it lets you rehearse the 32-minute rhythm before the hall.
What It Cannot Do in December 2026
It cannot know whether MPA-011 brings back short notes, or whether the “Master’s Programme” heading on the June 2026 MPA-012 paper signals any change beyond the name. It does not replace the course blocks, and a theme found in six of six papers can still be absent from the December paper, as good governance was from MPA-011 in June 2026.
Revise MPA free first. Every MPA block can be read without charge on eGyanKosh: the eGyanKosh access guide shows the search, and the Gyankosh route page gives another way in. For offline reading, course books are on the IGNOU books download page, and short unit summaries by code are in the IGNOU study notes range.

IGNOU posts every MPA paper free on ignou.ac.in, and the June 2026 MPA-011, MPA-012 and MPA-013 papers are already online in the session folder for June 2026.
- On ignou.ac.in, open Student Services, then Downloads, then Question Papers, and pick the session.
- Search by course number.
- Read the session on page 1, because the December 2024 MPA papers sit in a folder whose name carries no session, and IGNOU’s older archive files the same course as MPA-13 in its June 2022 folder and as MPA-013 in later ones.
- Hindi-medium learners should scroll past the English paper, because the Hindi version follows it in the same PDF.
- For dates, open the newest date sheet PDF and check the date in its first line, 21 September 2026 on the version used here.
How tentative and final sheets differ from cycle to cycle is explained on the IGNOU date sheet overview.
MPA Hall Ticket, Result and Revaluation Around the TEE
The hall ticket has to be in hand before Wednesday 2 December; its release is followed on the IGNOU hall ticket page, and the hall ticket download steps cover the login. After the cycle, MA results appear on the IGNOU MA result guide; the June 2026 result page shows how the last cycle was declared, and the IGNOU result overview covers the general route. Assignment marks for MPA codes are checked on the assignment result and grade card page. A doubtful term-end mark goes through the IGNOU revaluation process, the completed degree is traced on the final grade card page, and grade points convert on the IGNOU CGPA calculator.
Other MA Public Administration Help Learners Ask For
The first-year MPA assignment for the July 2026 batch is due on 31 March 2027, so assignment questions often arrive in the same message as a guess paper order. Handwritten MPA sets are on the IGNOU MPA handwritten assignment page, reference answers on the solved assignments catalogue, and the Hindi-medium rules on the IGNOU assignment in Hindi guide. Printed books are on the IGNOU help books range and the guide books sold online. Learners who chose the MPAP-002 option will find the project route on the MPA project guide; this page covers only the written papers.
English or Hindi MPA Sets, and the Session They Target
MPA is taught in English and Hindi, according to section 3.22 of the July 2026 Common Prospectus, and every one of the fifteen MPA-011, MPA-012 and MPA-013 papers compared prints the English paper followed by the Hindi version in one file.
Each set is prepared for the upcoming term-end examination, in every medium IGNOU examines that course in, and the medium for your course code is confirmed on WhatsApp before you pay.
One Hindi question that asks something else. In the June 2025 MPA-011 paper, Q7 asks in English for the theoretical foundations of New Public Management. The Hindi version of the same question reads नव लोक प्रशासन, which is New Public Administration, a different school; the December 2024 paper had rendered New Public Management as नव लोक प्रबन्धन. Hindi sets are written against the English question where the two versions differ, and say so.
Every MPA set sold until the next date sheet targets December 2026. When IGNOU issues its tentative sheet for June 2027, this guide is revised and the December 2026 papers join the tables.
Ordering MPA Sets on WhatsApp, Step by Step

The rate is ₹49 per subject code for a solved guess paper as a PDF, or ₹100 per subject code as a printed copy. IGNOU documents. Codes, titles, credits and medium come from section 3.22 of the July 2026 Common Prospectus. Every exam date is read off IGNOU’s tentative December 2026 sheet printed on 21 September 2026. Layouts and themes come from the fifteen MPA papers linked above, and the assignment rule from the 2026-27 MPA first-year booklet.
ignouproject.com’s analysis. The n of N figures, the minutes per answer, the ten-day plan and tool 1’s revision split are ignouproject.com’s reading of those documents. Topic matching is a judgement.
Commercial terms. ignouproject.com alone sets the rates, the PDF and printed formats, the dispatch day and the medium check on WhatsApp; IGNOU has no part in them.
Limits. The sheet is marked tentative, so IGNOU may still move a date. Morning or evening is inferred from the column in which each code appears. The theme tables cover MPA-011, MPA-012 and MPA-013, and IGNOU’s MPA papers and booklet print no weightage figure, so none is given here.
Published 4 October 2026. Last reviewed 4 October 2026. Next review: February 2027, when IGNOU’s tentative June 2027 sheet is expected, as the June 2026 one appeared in February 2026.
MPA Guess Paper Questions Learners Ask
Yes. ignouproject.com prepares an IGNOU MPA guess paper for each MA Public Administration code examined in December 2026, from MPA-011 to MPA-018 plus MSO-002 and MPS-003. Each set follows the latest IGNOU paper for that code and the tentative date sheet printed on 21 September 2026.
An IGNOU MPA guess paper costs ₹49 per subject code as a PDF or ₹100 per subject code as a printed copy. Printed orders add a one-time ₹100 courier charge per order, however many codes it holds. The PDF has no courier charge and there is no minimum order.
The first MPA exam in December 2026 is MPA-011 on Wednesday 2 December, in the evening session from 2 PM to 5 PM, per IGNOU’s tentative date sheet of 21 September 2026. MPA-012, MPA-013 and MPA-014 follow on the next three evenings.
Yes. The four MPA Year I papers fall on consecutive evenings, from Wednesday 2 to Saturday 5 December 2026, per IGNOU’s tentative date sheet. No two of them share a date, but there is no free day between them, so revision for MPA-013 and MPA-014 has to be done before 2 December.
The June 2026 MPA-011 paper is 3 hours and 100 marks, with ten questions in two sections. The candidate answers any five, at least two from each section, in about 500 words each, and every question carries 20 marks. That paper set no short notes.
Yes. MPA-012 has set two short-note questions, Q5 and Q10, each split into two 10-mark notes of about 250 words, in every paper from December 2024 to June 2026. The December 2023 MPA-012 paper set none, so the layout changed between those sessions.
MPA-011 asked a state, society and administration question as Q2 in six of six papers from December 2023 to June 2026, and asked about liberal, Marxist or neo-liberal views of the state in six of six. Globalisation, bureaucracy in policy and good governance each appeared in five of six.
Nobody outside IGNOU knows the MPA questions in advance, so no such promise is made. An MPA set ranks themes that recurred in IGNOU’s past papers, and even a theme seen in six of six papers can be missing in December, as good governance was from MPA-011 in June 2026.
Yes. MPA is taught in English and Hindi, and every MPA-011, MPA-012 and MPA-013 paper compared prints the Hindi version after the English one in the same file. Your medium is confirmed on WhatsApp before payment, and each set is written in one medium.
An MPA learner should use both, in order. A previous year paper is IGNOU’s own paper and shows the exact layout; a guess paper ranks what recurred across several sessions. Time one recent paper per code first, then revise from the guess paper and the blocks.
IGNOU publishes MPA previous year question papers free on ignou.ac.in under Student Services, Downloads, Question Papers, by session. Search by course number, because older files are named MPA-13 and newer ones MPA-013, and check the session printed on page 1.
Only for learners still registered on those old codes. MPA-001 to MPA-007 appear on the December 2026 sheet in the same evening columns as MPA-011 to MPA-017, but they are different courses; an MPA-001 set does not prepare a learner for MPA-011.
Yes. MPA is IGNOU’s programme code for the Master of Arts (Public Administration) in the School of Social Sciences. The June 2026 MPA-012 paper is headed “Master’s Programme in Public Administration”, but the course codes and the prospectus entry are unchanged.
MPA-017 and MPA-018 have two separate exams. The prospectus pairs them as one optional block taken together, yet the tentative December 2026 sheet places MPA-017 on Wednesday 9 December and MPA-018 on Friday 18 December, both in the evening session.
IGNOU’s MPA papers and the 2026-27 MPA assignment booklet print no weightage figure, and the July 2026 prospectus does not state one for MPA. The booklet does say the assignment must be submitted to be eligible for the term-end exam. Check the split in your Programme Guide.
A printed MPA set is dispatched the next day after payment is confirmed, and the courier details are shared on WhatsApp. No arrival date is promised, because transit time depends on the courier and your location. The PDF version is shared on WhatsApp once payment is confirmed.
No. The printed MPA copy is a printed booklet of the same revision set, not a handwritten document. Handwritten assignment sets are a separate service with their own page, and their rates are not part of the guess paper price.
